This command uses certutil.exe to download and execute a second-stage payload from the URL "https://cdn.discordapp.com/attachments/965633483689058304/972523360720404530/1.exe". The document body also contains a lure to "Enable Content" to view the document, which is a common tactic for macro-based malware. The ClamAV detection further confirms its malicious nature.
